Dispute arising from 2007 flooding adjacent to Keith Creek in City of Rockford. Hundreds of claims were brought by landowners who lost personal property, their home, or both against municipal organizations alleging they did not plan for a 25 year or greater storm event resulting in repetitive flooding of Keith Creek throughout the Rockford area.
